The Archives Law of 3 January 1979 and private archives. Access to private archives, when they are deposited in a Public Archive repository, is subject to conditions stipulated by the deposer. Several solutions can be recommended. Private archives remaining in the custody of their owners can be protected by a decision of " classification which makes abusive exportation impossible. The author stresses the importance of modem (contemporary) private archives.

The Archive Law of 3 January 1979 and access to archives. Access to information is nowadays considered to be a fundamental right of the citizen. The author explains the former state of regulations in this field before explaining the new one. Access to administrative documents will need the elaboration of technical solutions and a co-ordination between Archives and administrations from which the documents come. Dérogations to the general rules of access will have to be organised, as well as reading-room regulations and delivery of copies.

Business archives in Sweden ; soon a general solution ? Among private archives in Sweden, business archives are the most important and threatened part. The law gives them little protection. Some firms have organised central repositories for the archives of all their branches. Other solutions have been found by a co-operation between private firms and local administrations, or by the aid of State money. In 1978 the Swedish Employers' Association launched an enquiry, which is hoped to lead to a general solution of the problem.

The innovations in the Archive Law of 3 January 1979. The new law reflects two rather contradictory tendencies of public opinion : respect of privacy on one hand, leading to a reinforcement of secrecy in statistical matters ; public right of access to administrative documents on the other. The Parliament did not want the law to increase administrative constraints for the citizens. Further decrees will specify the organisation of public archives in France and the enforcement of the new légal dispositions.

How the Archives Law of 3 January, 1979, was prepared and voted. What were the aims of the French Archives when the new Archives Law was initiated. Analysis of the debates in Parliament about the Law : how they illustrate the basic problems of archives (especially the contradiction between (1) the right of information and the right of privacy, (2) the right of private property, the needs of researchers and the conservation of the historical heritage) ; to what extent the original project was modified by Parliament ; what is to be expected from the new Law.

The Archive Law of 3 January 1979 and the arrangement of documents posterior to 1940. The official "arrangement schedule" for departmental archives in France is closed at the year 1940. Opinions of archivists differ as to the advisability to extend this schedule (fïrst elaborated in 1841) to documents posterior to 1940, to give them a corresponding system of numbering, and to maintain for them the traditional " répertoires " (summary lists). Many of them seem to wish a simplification of the existing system and a more pragmatic approach in this field.

Statistics have served to establish a few facts, but they could not play the role which the author had fancied in the orientation of the activities of his service. Their main interest is to moderate or correct subjective appreciations on immediate data.

Founded in 1904, this Association, which is now 75-year old, has a professional and technical status. It is dedicated to the study of all problems that may arise in the exercise of the archivist's profession, and the results of these studies have often had a decisive influence on the orientation of archival policy in France. It is rapidly expanding, just as the archivai profession itself.

Genealogists and archives. Difficultes encountered and examples of solutions adopted by several archive institutions to meet the increasing number of genealogists. The growing importance of this category of researchers and the risks which they inflict on the preservation of documents make it advisable that archivists adopt a common attitude in their relations with genealogists. Better organisation and discipline of genealogists themselves would make these relations easier.

«Préarchivage » : organisation and technique. Folio wing the theme of the 1977 Congres s, the 1978 Congres s of French Archivists discussed the question of «préarchivage » procedures, which ought to be systematised by specific régulations ; it also discussed the possible application of microfilm techniques to «préarchivage ». The discussion proved the importance of these problems.

A partir de Colbert el reclutamiento de los marineros de la Marina mercante es controlado por la Inscription maritime. Los mas antiguos registros existen ya desde la mitad del siglo XVIII. Las costas de Francia estan divididas en «quartiers de l'Inscription maritime », cuyos archivos estan conservados en los Archives départementales o en los Archivos de la Marina. Hasta ahora son pocos los libros de referencia relativos a esos fondos. aunque ellos sean de mucho interés para la historia econômica y social.

The Section Outre-Mer of the Archives nationales keeps some copies of the archives of the tribunals of Saint-Domingue under the French rule. How these copies came to France is a matter of conjecture. Despite many losses, they are of great interest for the history of French Saint-Domingue, because the archives which were left in the island have been nearly ail destroyed.

Levels of studies, conditions of recruitment, payment and work are very varied, but on the whole the profession remains under-evaluated and lacks organisation. Professional training is one of the main needs.

The relations between the Archives nationales and the Ministries have been entrusted since 1950 to archivists of the Archives nationales with either a permanent or a parttime mission. Since 1967, these relations are also entrusted to the Cité des Archives contemporaines (Intermediate repository) of Fontainebleau. Archivists in charge of the missions describe the organisation of their work and propose some regulatory and technical improvements.
